I checked whether the nettle library has been installed. It has:
"Package nettle-3.7.3-2.el9.x86_64 is already installed."
If you compile from source, make sure to also install the -dev/-devel packages (i.e. the
header files of that library).
For RedHat/CentOS/Fedora I used to install these prerequisites:
autoconf automake make gcc nettle-devel openssl-devel
or refer to the official Fedora radsecproxy package build requirements:
