in my radsecproxy.conf. Is ther a way to load balance auth request over all the defined servers, or is it a case of "use 1st one till it is unavailable then try the next one" ?

At the moment here is no load balancing. Your assumption of use 1st till unavailable is basically correct (its actually a bit more complicated, but on a high level view, its that).
Load balancing is already on my wish list for a future version of radsecproxy.
