[Essnet] ESS network status

we finally have cost estimates including local loops and routers (as I understand).

NORDUnet is currently summarising a proposal for ESS. However, to make sure we’re all on the same page, i propose a brief status meeting this coming Friday (16th), at 11:00 (by VC).
