please find attached a draft proposal for ESS, lacking a few details (such as the actual design).

Hugge, can you please insert the design drawing description and cost from the figures you have.

My suggestion is that we send a reasonably simple proposal and design description to ESS. If they accept, each of us (SUNET, DeIC, NORDUnet) will go on and propose actual contracts to them.
